To provide a 24-hour operation to reduce the loss of life and property and to protect the environment. The highest priority is to protect Thomas County residents from all hazards by providing and coordinating resources, expertise, leadership and advocacy through a comprehensive, risk-based emergency preparedness program of mitigation, management, response and recovery.
- Emergency Plans
The purpose of the Thomas County Emergency Operations Plan is to establish a framework for government, non-profit organizations and residents to address prevention, preparation, response, recovery, and mitigation of the effects of emergencies and disasters.

There is also a hard copy at the Thomas County Clerk’s Office. Notes can be given to Clerk and they will give them to Emergency Management.
The plan will be submitted to FEMA mid-November and hopefully approved by mid-January.
- LEPC Information
A Local Emergency Planning Committee or LEPC, is a partnership between citizens, local government and industry to enhance hazardous materials preparedness. LEPCs are mandated organizations that consist of emergency responders, industry, government, education, media, and community groups.LEPCs were established to carry out the requirements of the federal Emergency Planning and Community Right-to-Know Act (or EPCRA, also known as the Superfund Amendments and Reauthorization Act (SARA), Title III) and related regulations for emergency response planning. EPCRA helps to provide notification and access to information on chemicals at individual facilities, their uses, and releases into the environment.
Community Right-To-Know
The Thomas County Emergency Management Agency is the local Community Right-to-Know resource for hazardous material information. Anyone desiring information concerning LEPC meetings, SARA Title lll hazardous materials planning which is included in the Thomas County Emergency Operations Plan, materials safety data sheets (MSDS), and hazardous chemical inventory forms listing extremely hazardous substances manufactured, stored, or used within Thomas County can be obtained during normal business hours by contacting Thomas County Emergency Management at 785-460-4516.
